International Seminar on Preventing Abuse of Dominant Position Held at the Competition Policy and Consumer Rights Research Center

On 17–18 June 2026, the Center for Competition Policy and Consumer Rights Studies under the Competition Promotion and Consumer Protection Committee of the Republic of Uzbekistan hosted an international practical seminar entitled “Abuse of Dominance / Unilateral Conduct: Investigation and Enforcement Practices. German Experience and Challenges of Implementation and Enforcement in Uzbekistan.” The seminar was organized in cooperation with the German Sparkassenstiftung for International Cooperation and the German Federal Cartel Office (Bundeskartellamt).

The seminar was opened with welcoming remarks by Olimjon Jumayev, Director of the Competition Policy and Consumer Rights Research Center, Lia Grauberger, Head of Consumer Protection at the German Sparkassenstiftung, and Dr. Felix Engelsing, representative of the German Federal Cartel Office.

During the two-day event, participants examined Germany’s experience in investigating cases of abuse of dominance, reviewed practical cases from the retail sector, digital platforms, and innovative markets, and discussed modern approaches to evidence gathering and economic analysis in antitrust investigations.

Particular attention was devoted to practical exercises, during which participants strengthened their skills in preparing requests for information, analyzing market behavior of business entities, and drafting decisions in competition law enforcement cases.

The seminar contributed to the exchange of advanced international experience, further enhancement of the professional capacity of the Committee’s staff, and the strengthening of cooperation between the competition authorities of Uzbekistan and Germany.
