The Need for Precise Calculations to Achieve Maximum Efficiency Was Emphasized
Regional governors (hokims) were instructed to identify, based on detailed analytical assessments, which industries should be developed in each district, which investment projects should be attracted, and which initiatives would generate the greatest economic returns.
To support this effort, 14 think tanks together with 37 sector-specific research institutes and higher education institutions have been formally assigned to 12 key sectors of the economy.
For example, in the construction materials sector, the designated analytical institutions include the Institute of Macroeconomic and Regional Studies, the Center for Competition Policy and Consumer Rights Research, the Institute of Materials Science, and the Tashkent University of Architecture and Civil Engineering.
These institutions will analyze demand for new types of construction materials, determine which districts are best suited for implementing projects to meet that demand, identify the most appropriate technologies to be adopted, and define the priority areas for workforce development and specialist training.
The heads of all sectors have been instructed to work jointly with the designated think tanks, research institutes, and universities to assess the development potential of every district using this methodology and to prepare a portfolio of high-impact investment projects capable of significantly accelerating regional gross product (GRP) growth.
