The World Bank’s Business Ready 2025 assessment shows that institutional conditions for starting a business in Uzbekistan are improving. This is reflected in the results across areas such as starting a business, business location, utility and financial services, and taxation.

However, from the perspective of economic development, the true quality of the business environment is determined not only by the ease of starting a business, but also by the ability to create value in the market and compete effectively.

In this regard, areas such as competition, dispute resolution, international trade, as well as business closure and insolvency are of particular importance. An efficient economy should not only facilitate the entry of new businesses into the market, but also enable inefficient businesses to exit the market and resources to be redirected towards more efficient market participants.
