The Competition Policy and Consumer Rights Research Center analyzed government procurement, local production, import and export indicators in the white paper market for office equipment.

Government Procurement

In 2025, a total of 25,248 transactions were carried out through public procurement for A4-size white paper, with the total contract value amounting to UZS 16.7 billion. A total of 1,398 sellers participated in the procurement, while the share of the 3 largest sellers amounted to 19%.

Local Production and Imports

The level of local production saturation for A4-size white paper amounted to 0.1%, while for A3-size paper it was 0%.
In other words, domestic demand is primarily being met through imports.

In 2025, imports of A4-size white paper amounted to 26.5 thousand tons, with a value of US$27 million. For A3-size paper, 1 thousand tons of products were imported, with a total value of US$1.1 million.

The largest share of imports came from Russia: 85% for A4-size paper and 83% for A3-size paper.

Analysis Results

The indicators demonstrate limited local production capacity in the office paper market and a high level of dependence on imports.

These indicators highlight the importance of developing local production, diversifying import sources, and further strengthening the competitive environment in the market.
