Memorandum of understanding signed between Uzbekistan and Turkey in the field of consumer protection

On May 15 of this year, as part of the 8th meeting of the Intergovernmental Commission on Trade and Economic Cooperation between the Republic of Uzbekistan and the Republic of Turkey, the Chairman of the Competition Promotion and Сonsumer protection Committee, Khalilillo Turakhujaev, took part in the negotiations. During the meeting, a Memorandum of Understanding was signed between the Competition Promotion and Сonsumer protection Committee of the Republic of Uzbekistan and the Ministry of Trade of the Republic of Turkey in the field of consumer protection. This document represents an important step in strengthening bilateral cooperation, aimed at enhancing institutional ties and introducing advanced international practices to protect consumer interests.

The anti-corruption system is being improved

As is known, during the extended meeting of the National council on combating corruption held on March 5, 2025, under the leadership of the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, a number of new priority tasks in the field of combating corruption were identified. To ensure the implementation of these priority tasks, on April 21, 2025, the President of the Republic of Uzbekistan adopted two important documents — Presidential Decree No. DP-71 “On measures to effectively organize the implementation of priority tasks identified for further improvement of the anti-corruption system” and Government Resolution No. RP-147 “On measures to ensure the independence and enhance the efficiency of internal anti-corruption control units within state bodies and organizations” On May 8, 2025, the Competition Policy and Consumer Rights Research Center held a meeting where detailed explanations were provided to the Center’s staff regarding the essence and significance of these documents. It was emphasized at the meeting that every employee must be well-informed about the ongoing reforms in the field of combating corruption, that fighting corruption is a nationwide task, that a zero-tolerance attitude towards corruption is essential, and that awareness-raising efforts should be conducted among employees and the public regarding the anti-corruption reforms being implemented in the country. The meeting was attended by U. Toshboyev, Chief Specialist of the Department for Internal Audit, Anti-Corruption, and Legal Practice Review of the Competition Committee. A training course on the topic "Ensuring Competition in the Field of Public Procurement" was organized by the Competition Policy and Consumer Rights Research Center under the Competition Committee

Main objective of the course: To enhance the knowledge and skills of the Committee's specialists and its regional bodies in ensuring competition during the public procurement process, as well as to strengthen their practical capacity to identify and prevent violations in this area. The following topics were covered in the course: ⏺️ Analysis of the competitive environment in the public procurement system ⏺️ Key requirements of the "Public Procurement Law" ⏺️ Common violations in tendering processes ⏺️ The register of sole suppliers and conditions for direct contract awards ⏺️ Study of procurement in accordance with the "Competition Law" ⏺️ Analysis of tenders conducted through specialized information systems ⏺️ Tests and practical exercises The classes were conducted by qualified specialists, and a balanced combination of theoretical knowledge and practical exercises was provided for the participants. Specialists will gain both theoretical and practical knowledge on ensuring competition in public procurement, identifying violations, and applying legal measures. Upon completion of the course, participants were awarded certificates.
