On January 14-16 of this year, the Center held the next advanced training courses "For employees of the central office of commercial banks". In the training courses:More than 20 commercial banks of the Republic took part. The content and essence of the Laws of the Republic of Uzbekistan "On Competition", "On Advertising", "On Protection of Consumer Rights" were explained in detail, as well as the main requirements for a dominant position, monopoly, advertising and natural monopolies. Upon completion of the training seminar, the participants were awarded special certificates.

Regional Gas Supply held another training course on antimonopoly compliance

On December 26 of this year, the Center held another training course at HUDUDGAZTAMINOT JSC on the topic of "Bringing the activities of government agencies and business entities in line with the requirements of competition legislation". All heads of departments, heads of divisions and officials of regional bodies of HUDUDGAZTAMINOT JSC took part in the advanced training courses. During the seminar, which continued in the form of a discussion, the experts gave comprehensive answers to questions asked by employees of HUDUDGAZTAMINOT JSC.At the same time, during the training seminar, opinions and proposals were discussed on eliminating problems that hinder the development of the antimonopoly compliance sector. At the end of the training seminar, an exchange of views took place on conducting training seminars within the framework of ongoing cooperation between JSC KHUDUDGAZTAMINOT and the Center for Research of Competition Policy and Consumer Rights.

On December 10-12 of this year, the next training course on the topic of "Bringing the activities of government agencies and economic entities in line with the requirements of competition legislation" was held at the Research Center. These training courses provided detailed explanations of the Law of the Republic of Uzbekistan "On Competition" and its purpose, as well as the main requirements of a dominant position, monopoly and natural monopoly. On November 13-14 of this year, the Competition Policy and Consumer Rights Research Center together with JSC Commodity and Raw Materials Exchange of the Republic of Uzbekistan held a training course in the Kashkadarya region on the topic of "New Trading Instruments for Commodity Exchange Participants and the Antimonopoly Compliance System". During the advanced training course, commodity exchange participants (brokers, traders) were provided with information on the digital economy, new trading instruments for exchange trading, including bilateral counter auctions, derivatives, futures contracts, and clearing. Detailed explanations were also given on issues of preventing anti-competitive actions and price manipulation in exchange trading, the regulatory framework for exchange trading, and internal control rules for exchange members. Upon completion of the training course, exchange participants (brokers, traders) were awarded special certificates.

Another training course was held for employees responsible for compliance with antitrust legislation

On October 29-31 of this year, the Competition Policy and Consumer Rights Research Center held a training course on the topic "Bringing the activities of government agencies and business entities in line with the requirements of competition legislation" aimed at improving the skills of employees of organizations and further improving their knowledge and potential in this area. At the advanced training courses,- Takhiatash Thermal Networks LLC;- Uzbekistan Temir Yollari Kungrat Regional Railway Junction LLC;- Uztransgaz JSC;- Urgenchtransgaz LLC;- Chirchik Thermal Power Production Enterprise LLC;- Power Supply of the Samarkand Railway;- Kommunalnoye Teplosnabzhenie State Unitary Enterprise;- Almalyk Heat Source LLC;- Muborakneftegaz-Suvtaminot LLC;- Chimgan-Chorbag ​​Water Supply LLC;- JSC Almalyk Mining and Metallurgical Plant;- Representatives of Green Energy LLC participated. During the training, detailed explanations were given on the types and kinds of manipulation in exchange trading, on the responsibility and measures of legal protection for their commission, as well as on the features of state assistance provided by the state to business entities, in particular, tax and customs benefits, subsidies, exclusive rights. Also, following the results of the training course, questionnaires were conducted among the participants in order to eliminate problems that hinder the development of the antimonopoly compliance sector, as well as a joint discussion of their opinions and proposals on these issues. Following the results of the training seminar, its participants were awarded special certificates by Olimzhon Dzhumaev, Head of the Center for Research on Competition Policy and Consumer Rights under the Competition Committee.

Another training program for employees responsible for compliance with antitrust legislation was held

On October 15-17 of this year, the Competition Policy and Consumer Rights Research Center held another training course on the topic "Harmonization of the activities of government agencies and business entities with the requirements of competition legislation", aimed at improving the skills of employees of organizations and further improving their knowledge and potential in this area. At the advanced training courses participated representatives of  Ministry of Economy and Finance; Ministry of Transport; Ministry of Mining and Geology; Ministry of Construction and Housing and Communal Services; Ministry of Ecology, Ministry of Energy; Ministry of Poverty Reduction and Employment; Ministry of Water Resources; Uzarhiv Agency; Navoi Regional Administration; Inspectorate "Uzkomnazorat"; Committee for the Development of Veterinary Medicine and Livestock Breeding; Tourism Committee; State Committee for Reserve Management; Cadastral Agency; Agency for the Development of Local Employment and Entrepreneurship. During the training, detailed explanations were given about the Law "On Competition" and its purpose, the importance of competition for the economy, the consideration of cases related to unfair competition and the application of established financial liability, the main requirements for a dominant position, monopoly and natural monopoly, the criteria for their recognition, as well as the prevention of actions that restrict competition and price manipulation on stock exchanges, the regulatory framework for the activities of stock exchanges. In parallel, upon completion of the training course, surveys were conducted among the participants to identify problems that hinder the development of the antimonopoly compliance sector, as well as a joint discussion of their opinions and proposals on these issues. Following the training seminar, its participants were awarded special certificates by the Deputy Chairman of the Competition Committee Farrukh Karabayev.

Detailed explanations were also given about the trading platforms of the Commodity and Raw Materials Exchange of the Republic of Uzbekistan, exchange commissions, measures limiting competition in exchange trading and preventing price manipulation, the regulatory framework for exchange trading, and internal control rules for exchange members. Training was conducted for employees responsible for compliance with antimonopoly legislation in regional power grids

On October 10-11 of this year, the Center held a training course on the topic of "Bringing the activities of government agencies and business entities in line with the requirements of competition legislation", aimed at improving the skills of employees of organizations and further improving their knowledge and potential in this area. As part of these training courses, officials of antimonopoly control and public procurement agencies were given explanations with relevant examples on the procedure for forming, announcing and establishing regulated prices and their application, on legislative acts on competition and consumer protection, on the rules for the use of electric energy and amendments and additions to them, as well as on the conclusion, approval and compliance with their requirements. Following the training course, a joint discussion of the opinions and proposals of the participants on overcoming problems that impede compliance with antimonopoly legislation and the development of the electricity supply sector, as well as objections expressed by consumers and business entities, took place. Upon completion of the training seminar, the participants were awarded special certificates of completion of the course.

Another training program was conducted for employees responsible for compliance with antitrust legislation

From October 7 to 9 of this year, the Center conducted training courses on the topic of "Bringing the Activities of Government Agencies and Economic Entities in Line with Competition Legislation Requirements" aimed at improving the qualifications of employees of organizations and further improving their knowledge and potential in this area. As part of these training courses, officials of antimonopoly compliance and public procurement agencies were provided with information on new rules for antimonopoly regulation, price and tariff control, as well as counteracting unfair competition, collusion and cartel agreements, the circumstances and procedure for applying financial sanctions, as well as measures to prevent them. The experts also gave comprehensive answers to more than 100 questions from course participants on the procedures for recognizing the dominant position and preferential negotiating power of a digital platform operator, identifying actions that restrict competition and (or) infringe on the rights and legitimate interests of consumers and other economic entities. At the end of the training course, a joint discussion of the participants' opinions and proposals on overcoming the problems that hinder the development of the antitrust compliance sector took place. At the end of the training seminar, the participants were awarded special certificates of completion of the course.

On October 2-4 of this year, the Competition Policy and Consumer Rights Research Center conducted training courses on the topic of "Bringing the activities of government agencies and business entities in line with the requirements of competition legislation" aimed at improving the skills of employees of organizations and further improving their knowledge and potential in this area. These courses were attended by antimonopoly compliance specialists from large enterprises of the Republic: Universal Mobile Systems LLC, AsakaBank JSC, Namangan International Airport State Unitary Enterprise, Uzbek Accreditation Center State Institution, UzGasTrade JSC, Uzbekistan GTL LLC, Supply and Logistics Service State Unitary Enterprise, Uzkimyosanoat JSC, Toshelektroapparat LLC, Uzbekgeorazvedka JSC, and Stock Market Information and Resource Center State Enterprise. As part of the training courses, participants will receive information on the following topics: The Law of the Republic of Uzbekistan "On Competition" and its purpose;basic requirements of dominance, monopoly and natural monopoly;basic requirements for compliance with antitrust legislation;Types and signs of unfair competition;cartel agreements and their types;Dominance in the digital platform market and antitrust requirements for them;Procedures and requirements for the sale of highly liquid and monopoly products on stock exchanges.
