Training courses were organized for employees of the Committee for the roads and insurance companies

The Research Center under the Competition Committee conducted training courses for employees of the Committee for the roads and insurance companies on topics related to competition, consumer rights, public procurement, and advertising legislation. The training courses covered the following key topics: For the Committee for Roads: The Law "On Competition" and its practical application; Requirements regarding monopolies and natural monopolies; Procedures for pricing and tariff setting; Ensuring competition in public procurement; Cases of competition restriction on digital platforms. For insurance companies: The Law "On Competition" and the concept of dominant position; Antimonopoly measures and procedures for handling violations; Cases of unfair competition and financial liability; Practical issues in protecting consumer rights; Advertising legislation and requirements for advertising financial services; Criteria for assessing dominant position on digital platforms.   These training courses aim to improve the qualifications of sector specialists, strengthen legal awareness, and promote the development of a healthy competitive environment in the market. Upon completion of the courses, participants were awarded certificates.

Another training course program held

On April 9–10, 2025, the Research Center under the Committee conducted another training program for government agencies and business entities. Employees from organizations such as LLC Tashkent City Water Supply, JSC Uzbekgeofizika, and JV LLC Veolia Energy Tashkent participated in the training sessions. Within the framework of these courses, responsible personnel for price regulation and public procurement were provided with explanations and practical examples regarding price declaration and setting procedures, their application, legislation on competition and consumer rights protection, as well as recent amendments and additions. Additionally, guidance was given on drafting, negotiating, and complying with contractual requirements. At the conclusion of the training, participants jointly discussed feedback and proposals aimed at resolving issues and complaints raised by consumers and business entities.

Training courses on the analysis of commodity and financial markets were held

On February 27 of this year, the Competition Policy and Consumer Rights Research Center held another training course on the topic of "Analysis of the competitive environment in commodity and financial markets" for employees of the territorial bodies of the Committee. Employees of 14 regional bodies of the republic took part in the advanced training courses. These training courses include:Regulatory documents used in the analysis of commodity and financial markets;Definition of product and geographic boundaries of the market;Definition of market entities and market shares;Collection of information used to analyze the competitive environment;Barriers to entry into the market and concentration levels;Criteria for determining dominant negotiating power and dominant position;Detailed explanations were given on the topics. At the end of the seminar, the participants were awarded special certificates.

Another training course program has been held

On February 11-12 of this year, the Center held another training course for "employees of microfinance organizations". Employees of more than 30 microfinance organizations of the Republic took part in the training courses. During these trainings, the content and essence of the Laws of the Republic of Uzbekistan "On Competition", "On Advertising", "On Protection of Consumer Rights" were explained in detail, as well as the main requirements for determining a dominant position, monopoly, unfair competition, advertising and natural monopoly, antitrust requirements for digital platforms. At the end of the training seminar, the participants were awarded special certificates.

National and international experience in superior bargaining power

On February 7 of this year, the Research Center, together with the Tashkent State University of Law, held another training seminar on the topic “Problems associated with determining superior bargaining power and its abuse based on national and international experience.” More than 50 employees took part in the training seminar. This educational seminar emphasized the importance of the role of theoretical knowledge in understanding the meaning and practical application of the concept of "superior bargaining power" in our national legislation, and provided a detailed understanding of the basic requirements for superior bargaining power. At the end of the training seminar, detailed answers were given to questions asked by employees regarding some of the problems that arise in practice.

Another training course program has been held by the Center

On January 28-31 of this year, Competition Policy and Consumer Rights Research Center organized another training course on the topic of "Law Enforcement Practice". The training courses were attended by employees of the regional bodies of the Committee. As part of the training program: Detailed explanations were given by specialists in the analysis of commodity, financial and digital markets, methods for identifying barriers to market entry, and antitrust regulation mechanisms.Practical classes were held on cartel agreements, unfair competition and methods for identifying them.Violations of competition law during tenders and public procurement were discussed.Trainings were held on consumer protection and mechanisms for controlling prices regulated by the state. Upon completion of the course, Deputy Chairman of the Committee F. Karabayev presented special certificates to the participants. These courses are aimed at improving the qualifications and skills of civil servants in order to improve the competitive environment in our country and prevent offenses.

The Competition Policy and Consumer Rights Research Center has launched new training courses

On January 28 of this year, the Competition Policy and Consumer Rights Research Center began conducting training courses on the topic of "Bringing the activities of government agencies and business entities in line with the requirements of competition legislation" aimed at improving the skills of employees of the following organizations and further improving their knowledge and potential in this area. The training courses are attended by invited deputy heads of departments, chief legal advisers, specialists from territorial departments of the Committee for the Development of Competition and Protection of Consumer Rights of the Republic of Uzbekistan. On the first day of these training courses, the Law of the Republic of Uzbekistan "On Competition" and its purpose, the importance of competition for the economy, consideration of cases related to unfair competition and the application of established financial liability, the main requirements of a dominant position, monopoly and natural monopoly, the criteria for their recognition were considered, and detailed explanations were given on actions that restrict competition and prevent price manipulation in exchange trading, and the regulatory framework for exchange trading.  During the training courses, it is planned to explain to the students the types and kinds of manipulation in exchange trading, as well as the responsibility and legal measures for their commission, as well as the features of state aid provided by the state to business entities, in particular, tax and customs benefits, subsidies, exclusive rights. These training courses will last until January 31.

Training seminar on the topic "The Path to a Career: How to Choose a Profession, Write a CV and Pass an Interview"

On January 23 of this year, a Center employee held a training seminar on the topic "The Path to a Career: How to Choose a Profession, Write a CV and Pass an Interview." Participants of the event were students of the Tashkent State Transport University. The seminar covered the main issues of choosing a profession, writing an effective CV and preparing for an interview, providing participants with practical tools for a successful start to a career. Following the seminar, the most active students were awarded with books.

On January 14-16 of this year, the Center held the next advanced training courses "For employees of the central office of commercial banks". In the training courses:More than 20 commercial banks of the Republic took part. Regional Gas Supply held another training course on antimonopoly compliance

On December 26 of this year, the Center held another training course at HUDUDGAZTAMINOT JSC on the topic of "Bringing the activities of government agencies and business entities in line with the requirements of competition legislation". All heads of departments, heads of divisions and officials of regional bodies of HUDUDGAZTAMINOT JSC took part in the advanced training courses. During the seminar, which continued in the form of a discussion, the experts gave comprehensive answers to questions asked by employees of HUDUDGAZTAMINOT JSC.At the same time, during the training seminar, opinions and proposals were discussed on eliminating problems that hinder the development of the antimonopoly compliance sector. At the end of the training seminar, an exchange of views took place on conducting training seminars within the framework of ongoing cooperation between JSC KHUDUDGAZTAMINOT and the Center for Research of Competition Policy and Consumer Rights.

On November 13-14 of this year, the Competition Policy and Consumer Rights Research Center together with JSC Commodity and Raw Materials Exchange of the Republic of Uzbekistan held a training course in the Kashkadarya region on the topic of "New Trading Instruments for Commodity Exchange Participants and the Antimonopoly Compliance System". During the advanced training course, commodity exchange participants (brokers, traders) were provided with information on the digital economy, new trading instruments for exchange trading, including bilateral counter auctions, derivatives, futures contracts, and clearing. Detailed explanations were also given on issues of preventing anti-competitive actions and price manipulation in exchange trading, the regulatory framework for exchange trading, and internal control rules for exchange members. Upon completion of the training course, exchange participants (brokers, traders) were awarded special certificates.

During the advanced training course, commodity exchange participants (brokers, traders) were provided with information on the digital economy, new trading instruments for exchange trading, including bilateral counter auctions, derivatives, futures contracts, and clearing. Representatives of government customers and enterprises selling highly liquid and monopolistic products were also given detailed explanations on issues of actions that limit competition and prevent price manipulation, the regulatory framework for exchange trading, and internal control rules for exchange members. Upon completion of the advanced training course, exchange participants (brokers, traders) were awarded special certificates.

On October 29-31 of this year, the Competition Policy and Consumer Rights Research Center held a training course on the topic "Bringing the activities of government agencies and business entities in line with the requirements of competition legislation" aimed at improving the skills of employees of organizations and further improving their knowledge and potential in this area. During the training, detailed explanations were given on the types and kinds of manipulation in exchange trading, on the responsibility and measures of legal protection for their commission, as well as on the features of state assistance provided by the state to business entities, in particular, tax and customs benefits, subsidies, exclusive rights. Also, following the results of the training course, questionnaires were conducted among the participants in order to eliminate problems that hinder the development of the antimonopoly compliance sector, as well as a joint discussion of their opinions and proposals on these issues. Following the results of the training seminar, its participants were awarded special certificates by Olimzhon Dzhumaev, Head of the Center for Research on Competition Policy and Consumer Rights under the Competition Committee.
