The Competition Policy and Consumer Rights Research Centre under the Competition Promotion and Consumer Protection Committee and the Institute for Macroeconomic and Regional Studies under the Cabinet of Ministers have signed a Memorandum of Understanding.

This agreement aims to exchange experience in various sectors of the economy, conduct joint scientific and practical research and projects, promote the country’s effective economic development, foster a competitive environment, and improve antimonopoly legislation and practices. Within the framework of cooperation, it is planned to regularly analyze economic indicators, enhance the quality and relevance of scientific and practical research, and implement joint projects. At the end of the meeting, Director of the Centre Olimjon Jumayev and Deputy Director of the Institute for Macroeconomic and Regional Studies Khalilullo Khamidov signed the Memorandum of Understanding.

The Competition Policy and Consumer Rights Research Centre under the Competition Promotion and Consumer Protection Committee of the Republic of Uzbekistan and Westminster International University in Tashkent have signed a memorandum of Understanding.

Furthermore, within the framework of the MoU, it is planned to organize training courses for the staff of the Committee and its regional departments on the use of econometric models for analyzing and forecasting prices of essential food products, as well as on analytical methodologies based on international best practices, and to implement joint research projects.     Key areas under the MoU:-  Joint research in the fields of competition policy and digital economy-  Organization of internships and practical training for WIUT students-  Improvement of academic programs and methodologies related to the competitive environment-  Conducting master classes and seminars on unfair competition and antimonopoly issues-  Innovative approaches to human resource management, integrating education and practice-  Establishment of a think tank and joint participation in international projects At the end of the meeting, Director of the Center Olimjon Jumayev and WIUT Rector Komiljon Karimov signed the Memorandum of Understanding. This agreement will serve to further strengthen strategic cooperation in the fields of competition policy and education.

A regional branch has started its operations in Namangan

On July 2, 2025, the "Regional Training Center" commenced its operations in Namangan. The Director of the Center, Mr. O. Jumaev, took part in the opening ceremony and presented the goals and objectives of the regional branch. This initiative was implemented in cooperation with the Competition Development and Consumer Rights Protection Committee of the Republic of Uzbekistan and the German organization German Sparkassenstiftung. The main objective of the regional branch is to train and improve the qualifications of specialists in the fields of competition policy, public procurement, advertising, and consumer protection, and to ensure a systematic approach to improving service quality in these areas. The event was attended by representatives of the Committee, German Sparkassenstiftung, regional departments of Namangan, Andijan, and Fergana regions, and members of the media. Within the framework of the event, participants exchanged experience, discussed innovative approaches, and outlined prospects for future cooperation. The Research Center for Competition Policy and Consumer Rights Protection places special emphasis on developing regional training hubs aimed at building a qualified and forward-looking pool of specialists in the field of competition.

An international conference of leading analytical centers of the Organization of Turkic States was held

With the participation of leading analytical centers of the Organization of Turkic States, an international conference was held on issues of trade, digital economy, infrastructure projects and sustainable development of the member states of OTS, on the topic "Expansion of trade potential between the member states of the Organization of Turkic States: joint research and strategic decisions". The conference was attended by the Director of the Competition Policy and Consumer Rights Research Center under the Committee O. Jumayev with a report on the topic "The role of competition policy in the development of digital trading platforms". Also during the event, the Competition Policy and Consumer Rights Research Center signed memorandums of understanding on cooperation with the Economic Scientific Research Institute (ESRI)  of the Republic of Azerbaijan and the Eurasian Research Institute (ERI) of the Republic of Kazakhstan.

A Memorandum of Cooperation was signed between the Competition Policy and Consumer Rights Research Center and CERR

A Memorandum of Cooperation was signed between the Competition Policy and Consumer Rights Research Center under Competition Promotion and Сonsumer protection Committee of the Republic of Uzbekistan and the Center for Economic Research and Reforms (CERR). The cooperation will focus on key areas such as conducting scientific and practical research in the field of competition policy, improving public procurement and exchange trading systems, implementing deep reforms in sectors of natural monopolies, introducing effective international practices into the competition sphere, and aligning them with the national system. At the conclusion of the meeting, the parties agreed to exchange information, publish research findings, and jointly participate in various projects.

A memorandum of cooperation was signed between the the Competition Policy and Consumer Rights Research Center and the Institute for Advanced Training of Mining and Geology 

On April 10 this year, a meeting was held between the Competition Policy and Consumer Rights Research Center and the Institute for Advanced Training of Mining and Geology. The parties discussed potential cooperation in organizing advanced training courses in the field of public procurement and antitrust compliance in order to deepen the skills and knowledge of specialists in the geological industry. Following the meeting, a Memorandum of Cooperation was signed.

A new step towards cooperation!

On April 9 of this year, a memorandum of mutual cooperation was signed between the Competition Policy and Consumer Rights Research Center and the Institute for Legislation Analysis and Institute for legislative analysis and regulatory impact assessment under the Ministry of Justice.  During the meeting, such issues as cooperation in the field of advanced training of employees, conducting joint analytical and scientific research, organizing discussion platforms, ensuring the participation of employees in national and international projects were discussed in detail. The signing of the memorandum will open up new opportunities for the exchange of experience between government agencies, which, in turn, will serve to strengthen the protection of consumer rights and the formation of a healthy competitive environment.

World Bank and Competition Committee Strengthen Cooperation

On April 7 of this year, the Competition Promotion and Consumer Protection Committee held a working meeting with representatives of the World Bank, dedicated to discussing the progress of grant projects and further steps for their effective implementation. The parties discussed the current status of procurement packages related to the activities of the Competition Promotion and Consumer Protection Committee, and identified unsolved issues requiring joint efforts. Participants stressed the importance of further strengthening the partnership between the Committee and the World Bank in the context of sustainable development of the competitive environment and increased transparency in markets.

On March 25, 2025, a meeting was held between the Competition Policy and Consumer Rights Research Center under the Competition Committee and the BRICS Competition Law and Policy Centre.During the meeting, the parties discussed issues of increasing scientific potential, organizing mutual meetings, conferences and seminars, as well as exchanging information on best practices and international practices in the field of competition and consumer protection.Following the meeting, the parties signed a memorandum on further strengthening and expanding mutual cooperation.

International Seminar

On 18–20 March this year, a seminar on “Tourism, Transport and Competition” was held in Bilbao (Spain), organized by the Organization for Economic Cooperation and Development (OECD) and the OECD-GVH Regional Centre for Competition in Budapest (RCC) in cooperation with the University of Deusto in Bilbao. The event was attended by representatives of the Competition Promotion and Сonsumer protection Committee of the Republic of Uzbekistan and the Research Center under the Committee. The main objective of this seminar was to familiarize themselves with the activities of the Regional Competition Center, as well as the Spanish Competition Authority, and to exchange experiences. The events and meetings discussed the most pressing issues of competition law and economics, including legal protection of competition, as well as economic and procedural issues.

International cooperation: discussion of experience in developing competition in the pharmaceutical market

On March 12-13 of this year, an international round table on the development of competition in the pharmaceutical market was held at the Training and Methodological Federal Antimonopoly Service of the Russian Federation (FAS) in Kazan, the capital of the Republic of Tatarstan. It was attended by industry experts from Russia, China, Belarus, Kazakhstan and Uzbekistan. The event discussed the best practices of foreign countries in preventing artificially high prices for medicines, compulsory licensing and patent legislation, as well as combating cartel agreements in the field of public procurement. The event was attended by representatives of the Competition Promotion and Сonsumer protection Committee of the Republic of Uzbekistan, who provided information on the work carried out in our country to create a competitive environment in the pharmaceutical market and regulate public procurement of medicines. At the end of the event, all participants were awarded certificates, and an agreement was reached on further strengthening mutual cooperation in the future.

The Center's Chief Researcher became a grant-recipient of the El-Yurt Umidi Program

We are pleased to announce that Mirzaeva Mukhayo, the Center's chief researcher, became a scholarship recipient of the state program "El-Yurt Umidi" in the direction of "Government and governance: legal direction". The "El-Yurt Umidi" program, created at the initiative of our President, creates an opportunity to introduce advanced international experience for the development of our country through training and internships abroad. Mirzaeva Mukhayo specializes in research in the field of public administration and legal reforms, contributing to the formation of an effective legislative framework and increasing the competitiveness of the economy. Receiving a scholarship from the "El-Yurt Umidi" program is an important step towards professional growth and the implementation of important strategic initiatives for the development of the Republic of Uzbekistan.

Signing of the memorandum of cooperation between the Competition Policy and Consumer Rights Research Center and Tashkent State University of Law

As part of the implementation of the Decree of the President of the Republic of Uzbekistan No. PF -5987 , which is aimed at improving legal education and introducing best practices into the country's legal system, on January 22, 2025, a memorandum of mutual cooperation was signed between the Competition Policy and Consumer Rights Research Center under Competition Promotion and Consumer Protection Committee of the Republic of Uzbekistan and Tashkent State University of Law. The document was signed by: On behalf of the Competition Policy and Consumer Rights Research Center – Director of the Center, Olimzhon Sadulloevich Zhumaev. On behalf of Tashkent State University of Law – Rector Rustambek Islombekovich. The purpose of signing the memorandum is to develop cooperation in the field of competition policy research, consumer protection and improvement of educational processes in the field of jurisprudence. The parties agreed to jointly implement initiatives aimed at improving the legal framework, increasing the level of consumer protection and developing competition in Uzbekistan. The signing of the memorandum opens up new opportunities for the exchange of experience between academic circles and government agencies , which, in turn, will help strengthen consumer protection, create a healthy competitive environment and improve the level of legal education in the republic.

Seminar on "Commodity Market Regulation”

Today, the seminar on "Commodity Market Regulation” organized by the Competition Promotion and Consumer Protection Committee in partnership with the U.S. Commodity Futures Trading Commission (CFTC), has started at the Hyatt Regency Tashkent. Kevin Piccoli, Deputy Director of International Relations at the CFTC, opened the seminar with his presentation on developing a commodities market, the spot market, and briefly discussed various types of derivative products. Participants will actively discuss topics such as market monitoring, risk management, and combating market manipulation.

Meeting with Philipp Jahn, Director of the Regional Office of the Friedrich Ebert Foundation in Uzbekistan and Kyrgyzstan

On October 25, 2024, the Competition Promotion and Consumer Protection Committee along with Competition Policy and Consumer Rights Research Center met with the Director of the Regional Office of the Friedrich Ebert Foundation in Uzbekistan and Kyrgyzstan, Philipp Jahn. The meeting brought together key figures, including Committee Chairman H. Turakhujaev, Deputy Chairman F. Karabaev, Center Director O. Jumaev, Deputy Director G. Kholjigitov, as well as F. Jahn, Director of the Regional Office of the Friedrich Ebert Foundation, and B. Alimov, the Project Manager at the Foundation's Uzbekistan Representative Office, along with other responsible staff. The negotiations were aimed at further strengthening of mutual cooperation relations, implementation of new joint projects. In addition, F. Jahn emphasized the importance of international cooperation and exchange of experience for effective formation of the competitive environment. At the end of the meeting, the parties expressed their readiness to sign a memorandum in order to exchange knowledge, increase the institutional capacity of employees, organize joint seminars and trainings, attract international experts, and strengthen mutual cooperation.
